Barbados Pushes for Real Housing Solutions as Region Meets on Urban Development


Barbados is urging Caribbean nations to move beyond policy discussions and deliver tangible housing solutions, as regional leaders and development partners gather for a sub-regional workshop on urban resilience.

Minister of Housing, Lands and Maintenance, Christopher Gibbs, made it clear that the region’s biggest challenge is no longer planning—but execution.

“Commitments alone will not protect a roof. Commitments alone will not make a community safer,” he told participants at the opening of the Sustainable Urban Resilience for the Next Generation Caribbean workshop. “The real challenge before us is implementation.”

The two-day meeting, being held at the United Nations House in Marine Gardens, Christ Church, brings together housing and urban development officials from across the Caribbean, along with international partners, to identify practical solutions to longstanding challenges in the sector.

Gibbs stressed that housing must be treated as more than just construction, describing it as a critical pillar of social and economic development.

“Housing is not simply about buildings. It is about dignity, safety, family, health, wealth creation, and belonging,” he said. “When we get housing right, we create stability, we create opportunity, and we give people a foundation to build their future.”

A key concern raised by the Minister was access to financing, noting that many Barbadians are unable to bridge the gap between mortgage approvals and actual housing costs.

He pointed to real scenarios where individuals qualify for hundreds of thousands of dollars in financing, yet still fall short of the purchase price—leaving them unable to secure homes.

“How do we craft innovative financial solutions to get people over the hump?” he questioned, indicating that government is actively exploring mechanisms to make mortgages more accessible and reduce risk for lenders.

Gibbs also highlighted the need for a holistic approach to housing—one that addresses infrastructure, land use, and social challenges, particularly in densely populated communities where crime and limited opportunities persist.

He said the region must collaborate and share best practices to create solutions that are not only effective but sustainable.

Meanwhile, United Nations Resident Coordinator, Simon Springett, underscored the importance of regional leadership at a time when global cooperation is becoming more strained.

“We meet today at a moment of consequence,” he said, pointing to increasing challenges in securing climate financing and maintaining international partnerships.

Despite this, Springett praised the Caribbean’s ability to lead with innovation and influence.

“The Caribbean is not a place that waits to be saved. It is a place that produces solutions, exports ideas, and speaks with clarity and moral force that punches above its weight in global conversations.”

He noted that the work of housing and urban development officials often goes unnoticed—but becomes critical in the aftermath of disasters or during periods of rapid change.

“That work becomes visible the morning after a hurricane… when a building code is tested, when a community must be relocated, or when recovery efforts determine whether a country moves forward or falls behind,” he said.

Springett added that the United Nations stands ready to support Caribbean governments—not as a parallel authority, but as a partner in implementing national priorities.

The workshop is expected to produce a technical roadmap outlining practical housing and urban development projects that can be implemented across the region, with support from international partners including the Caribbean Development Bank.

Gibbs says, “The future of the Caribbean will not be determined only by the plans we write, it will be determined by the houses we build, the communities we strengthen, and the people we empower.”
